Net Positive Consulting Engineers served as Engineer of Record for the Thermal Energy Storage (TES) Plant upgrade serving the 90,000 sq. ft. San Joaquin County Sheriff and Jail Complex. The project replaced the existing chilled water plant and legacy ice storage system with two new high-efficiency water-cooled modular chillers and a modernized thermal ice storage plant.

The design scope included equipment selection, system layout, piping design, and full Title 24 compliance documentation, along with electrical and structural coordination for permitting and construction. The upgraded central plant delivers improved energy performance, operational reliability, and long-term system flexibility to support the County’s critical 24-hour facility operations.
